It looks to me that Microsoft is playing catch-up rather than being ahead - there is already XML User Interface (XUL) language that all Mozilla apps and extensions are built upon and that runs everywhere where Mozilla/Firefox is ported to.

What I like about it is that it's build using open standards - XML, RDF, CSS, ...
And then - in the future - there is the recently formed W3C Web Applications Formats working group. It's task is to build a standard based on XUL, XAML and others provided that they are willing to contribute.

heh, if you read the whole thing, you'll see i'm *all* about XUL :) but we indeed can never overstate just how cool XUL is :)
